4 FISCAL STANCE
Фискальная установка
Позиция государства при выборе направления фискальной политики. Государство может стремиться к уравновешиванию своих доходов и расходов, т.е. к достижению сбалансированности бюджета. Оно может заложить в свои планы увеличение расходов по сравнению с ожидаемыми поступлениями от налогов, т.е. бюджетный дефицит. Наконец, оно может планировать профицит бюджета, т.е. сокращение государственных расходов по сравнению с доходами. Однако по ряду причин фактическое состояние государственного бюджета часто не соответствует фискальной установке. Например, экономический спад приводит к сокращению доходов и расходов ниже ожидаемого уровня и увеличению социальных пособий выше ожидаемого уровня. Таким образом, состояние государственного бюджета и потребности в заемных средствах могут меняться соответственно изменениям уровня экономической активности вне зависимости от фискальной установки. Фискальная/бюджетная/налоговая политика
Регулирование экономической деятельности в стране при помощи налогов. Министерство финансов Великобритании использует различные рычаги регулирования совокупного спроса и государственных расходов. Если требуется сократить государственные расходы, например, в целях обуздания инфляции, государство повышает прямые налоги, взимаемые с физических лиц( подоходные налоги) и компаний (корпоративные налоги), или косвенные налоги, поскольку увеличение налога на добавленную стоимость и акцизов приводит к снижению покупательной способности. Если ставится задача увеличения государственных расходов, государство снижает налоги, в результате чего образуется бюджетный дефицит. Использование бюджетного дефицита в качестве средства противостояния массовой безработице было впервые предложено Кейнсом. В послевоенные годы его идеи имели большое влияние на политику западноевропейских государств, которые широко использовали инструменты фискальной политики для регулирования экономической деятельности в целях достижения полной занятости. Однако применение инструментов фискальной политики для достижения краткосрочной стабилизации сопряжено с рядом проблем, которые снижают ее эффективность. Изменение налоговых ставок - процесс длительный и трудоемкий. Значительная часть расходов государства на образование, здравоохранение, строительство дорог, оборону связана с долгосрочными экономическими и социальными обязательствами, и от них невозможно отказаться без долгих политических дебатов. При этом нельзя также забывать об эффекте мультипликатора (см. Multiplier). Кроме того, фискальная политика часто способствует инфляции спроса (см. Demand-pull inflation). Опыт показывает, что фискальная политика как мера экономического регулирования, рассчитанная на короткий период, фактически себя не оправдала. В результате в последние годы все чаще стали использовать среднесрочную финансовую политику (см. Medium-term financial strategy). Потребность государственного сектора в заемных средствах
Средства, которые государство вынуждено заимствовать, если его расходы превышают доходы. Бюджетный дефицит (см. Budget deficit) используется государством как инструмент фискальной политики, если целью этой политики является увеличение совокупного спроса. Размер заимствований государственного сектора зависит не только от его фискальных установок (см. Fiscal stance), но также от уровня экономической активности и темпов инфляции. Циклические колебания вносят коррективы в потребности государства. В период экономического спада, когда доходы населения снижаются и растет безработица, государству необходимо больше средств для увеличения платежей по социальному обеспечению. Если в экономике наблюдается подъем, государственные расходы сокращаются вследствие увеличения доходов населения и снижения безработицы (см. Automatic/built-in stabilizers). Чтобы измерить, какой была бы величина РSBR, если бы не существовало циклических изменений, рассчитывается PSBR с учетом экономического цикла (cyclically adjusted PSBR). Учитывается также влияние инфляции. Поскольку задолженность государственного сектора определяется в номинальном выражении, ее реальная величина уменьшается в зависимости от инфляции. Поэтому рассчитывается также PSBR c учетом инфляции (inflation-adjusted PSBR). Существует три основных способа финансирования потребностей государства в заемных средствах: 1. Заем средств у субъектов частного сектора (физических и юридических лиц, финансовых учреждений) путем размещения государственных облигаций и векселей. Чтобы сделать такой заем привлекательным, выпускаются высокодоходные ценные бумаги. 2. Заем средств у зарубежных кредиторов путем продажи государственных ценных бумаг. Такие заимствования влияют на состояние платежного баланса. 3. Краткосрочные заимствования средств у коммерческих банков путем выпуска казначейских векселей. Этот способ способствует увеличению резервных активов банков, что позволяет им расширять кредитование. Если два первых способа финансирования могут привести к росту процентных ставок, то третий способ - к увеличению денежной массы. См.
